This framework wasn't whiteboarded. Its principles were proven at scale and refined over years of building IP training for professionals worldwide. This framework formalizes them into a defined system.
Our founder, Rashi Rastogi, built Clarivate's IP training function from the ground up , training hundreds of IP professionals. It started with a diagnostic: capability assessments across core IP functions, mapping exactly where conventional training produced certificates but not competence.
What came out of it was infrastructure: role-specific competency pathways, assessment protocols that track real performance change, and simulation-based methods grounded in the real demands of the work.
The Global Standards of IP Learning and Benchmarking
Our competency pathways are designed against reference points that hold up across geographies, not calibrated to a single country's convention. We use the WIPO Academy's tiered education structure (foundation, advanced, and specialized) to determine how depth gets sequenced within each track. The logic is simple: a learner should not be working through cross-border licensing strategy before they can correctly read and interpret a patent claim. Sequencing by tier rather than by topic list is what keeps a Lexorant pathway coherent as it scales from someone's first month in IP to someone running a portfolio strategy function.
These tiers and the six stages are not separate systems. Every pathway runs the full six-stage journey; the tier only sets how deep the content goes within it. A foundation learner and a specialist both move through all six stages, on material pitched to their depth.
We calibrate against USPTO practice standards for the procedural backbone of the framework (one of the world's largest and most procedurally rigorous patent systems) so the competency bar stays tied to how prosecution and drafting work is actually done and reviewed, not a simplified classroom version of it. This matters because procedural rigor doesn't generalize well if it's invented in the abstract; it has to be anchored to a system where the consequences of getting the format, timing, or argument structure wrong are real. Using a high-rigor system as the anchor means the standard transfers cleanly to other jurisdictions with comparable procedural demands, rather than needing to be rebuilt market by market.
Finally, we apply the same level-based logic found in occupational skill frameworks worldwide (India's NSQF among them) as the underlying model for how our own stages are graded and certified. The point of borrowing this logic isn't to align with any single country's framework specifically, but to ensure a Lexorant credential communicates something precise and externally legible: a specific level of demonstrated capability, rather than an internal label that only means something inside Lexorant itself. That is what makes the credential portable. An employer evaluating a Lexorant-certified hire in Singapore, London, or Bengaluru is reading the same signal.
The Lexorant IP Competency Framework Architecture
Every learner moves through the same six stages, from first understanding a concept to proving it changes real business results. The stages are grounded in established learning science; the plain description of each comes first, with the technical principle noted for those who want it.
Structured learning through expert-authored content, grounded in current practice and real precedent. This stage builds the conceptual foundation: understanding the ideas before any performance is expected. (In learning-science terms, Bloom's knowledge and comprehension tier.)
Simulation-based exposure to the full IP lifecycle, using modeled tools, scenarios, and decision points. This stage builds pattern recognition in a controlled setting, the groundwork a learner needs before performing without support.
Hands-on practice with expert feedback and correction. Skill here is built through repeated, guided correction against a clear standard, not through exposure alone. (This is the principle performance science calls deliberate practice.)
Execution against live, unsupervised, cross-functional work under real operating conditions (incomplete information, time pressure, competing priorities). This is the stage that separates proven capability from classroom competence.
Certification measured against defined, level-based competency criteria and portfolio evidence, not hours logged or self-assessment. Performance is judged against an explicit standard, not relative to peers or attendance.
Measured impact on business outcomes: efficiency, quality of output, and portfolio value. This feeds back into Stage 1 to sharpen the next cycle.
